The 11th Charles Street Carnival and Festival of Community Arts in 1987 had the theme 'Americana', as the Carnival was held on 4 July. Cardiff-By-The-Sea, Encinitas, California was one of the 'Cardiffs' that the organisers had identified in America.

This unsigned handwritten letter (probably an initial draft or copy) to a Sophie Wyatt of Santa Monica, California thanks her for her letter and phone call and discusses a video presentation about Cardiff-By-The-Sea, which she could prepare and could then be exhibited at the festival. The letter also asks for any history of Cardiff-By-The-Sea, and offers to provide information for a travel piece about Cardiff, Wales that could be used in Cardiff-By-The-Sea, California. It also offers thanks and states “if you make it to Wales this summer I look forward to meeting you”.

In June 1977, Cardiff Community Concern started the Charles Street Carnival as a community groups' alternative celebration of the Queen's Silver Jubilee. This became an annual event and grew into a separate organisation, Charles Street Arts Foundation. The Foundation came to employ artists and staff but was founded and run by volunteers. Cardiff Community Concern, also founded and run by volunteers, was an alternative advice and information centre for young people, based in 58 Charles Street.
