First type of bi-lingual cap badge that was issued to the new Police Community Support Officers of the South Wales Police (Heddlu de Cymru).

The badge measures approximately 2" x 2". Discontinued a few years later, to be replaced by the standard and current South Wales Police cap badge.

The Police Reform Act of 2002. Introduced Community Support Officers, commonly referred to as Police Community Support Officers (PCSO's).

PCSO's are not police officers. However, they do have certain specific powers of a constable, e.g. in relation to lawful detention.
