A standard Great Western Railway 3rd class Parly (Parliamentary) single ticket. The word Parly refers to the provisions of the 1844 Railway Regulation Act which required 'the provision of at least one train a day each way at a speed not less than 12 mph including stops which were to be made at all stations, and of carriages protected from the weather and provided with seats, for all luxuries not more than 1d (1 old penny) per mile might be charged.' Although the standards improved the term remained in use for many years on tickets for the cheapest service option.
