This sculpture is situated in the fishing lake at festival park Ebbw Vale. The site was a part of the Ebbw Vale garden festival which took place in 1992. Garden festivals took place throughout Britain from the 1980's onwards. They were an initiative introduced by the then Conservative government in response to accusations that they were neglecting the areas which had been hit by the decline in heavy industry. Ebbw Vale was the site of the last such festival.
